The U.S. Army Corps of Engineers (USACE), which oversees hundreds of lakes and river projects nationwide, confirmed that reduced resources have forced the agency to curtail operations at many of its recreational facilities. In May, USACE officials acknowledged they were dealing with severe operational constraints as a result of layoffs and a hiring freeze enacted by the Trump administration. Gene Pawlik, a spokesperson for the agency, said that while the Corps works to maintain safe, enjoyable public spaces, decisions to scale back services were made out of necessity.

“Operational changes at these recreation areas are never taken lightly,” Pawlik said. “We know how important these sites are to families and communities, especially during the summer season.”

The situation has been made more complex by a wave of resignations and the ongoing freeze on hiring civilian federal employees. Though USACE operates under the U.S. military umbrella, it relies primarily on a civilian workforce that has been directly affected by the freeze.

Federal Workforce Reduction Hits Corps Operations

Shortly after President Donald Trump began his second term in January, his administration launched an aggressive campaign to shrink the size of the federal government. The newly created Department of Government Efficiency (DOGE), championed by Trump and former adviser Elon Musk, spearheaded efforts to downsize agencies and cut costs.

Dozens of lakes are experiencing full or partial service disruptions just as summer activities ramp up. While some closures are routine, such as those due to flooding or maintenance, many are directly related to staff shortages.

Some of the more heavily affected lakes as of July 2 include those in Texas, Oklahoma, Missouri, and Kentucky, where multiple recreation areas and services have been scaled back or shut down entirely.

Reallocating Resources to Prioritize Safety

In an effort to preserve visitor safety and uphold service standards where possible, USACE is reallocating its limited staffing to higher-priority sites.

“By concentrating our personnel at fewer recreation areas, we can still ensure quality services and maintain safety protocols,” Pawlik explained. “In some cases, full closures were necessary simply because we didn’t have the staff to meet basic operational requirements.”

He emphasized that not all closures are tied to staffing—some are due to scheduled repairs or weather-related damages. However, the current shortage of workers has significantly limited the agency’s flexibility.
